Cannabis has been used as a medicine some 5,000 years, dating back to ancient China. The practice continued through to the 19th and 20th centuries; in fact, between 1840 and 1900, more than 100 papers on the topic were published in medical journals. Known as Indian hemp in those days, it was cited as an appetite stimulant, muscle relaxant, analgesic, hypnotic, anticonvulsant and treatment for migraine and opium addiction.
At
that time, medical cannabis was administered in oral form as an alcoholic
solution. In this form, the potency and the reaction varied widely
– making results and efficacy unpredictable.
Shortly after the start of
the 20th century, synthetic alternatives for cannabis became available
to treat many conditions. Later, legislation was enacted
to prevent patients from accessing medical cannabis. Today in Canada,
cannabis is governed by the Drugs and Substances Act (CDSA), which provides
latitude to distribute marijuana. Under the CDSA, the Minister of
Health can enact regulations to authorize the possession, import, export
and production of cannabis for medical purposes – for those who suffer
from chronic pain and life-threatening illnesses.
